There is no discrete “neighborhood penalty” in Google’s documented systems. What practitioners describe with that phrase is almost always one of two different things: Google’s link-spam systems algorithmically neutralizing the value of a link pattern they can detect, or, far less commonly, a manual “unnatural links” action issued by a human reviewer. The first is silent and shows nowhere in Search Console; the second appears under Security and Manual Actions.   • Acquisition-date clustering. Export referring domains with first-seen dates from your link tool of choice.   • Shared infrastructure. Group the linking domains by ASN and hosting. A cluster sitting on the same handful of networks, registered close together, points to a link network rather than independent sites.

  • Interlinking. Sites in the cluster linking to each other, and to the same set of targets in your vertical, confirm a network.

If the links fail these tests, they are ordinary noise that Google’s systems already handle. Acting on them adds risk without upside.

A useful discipline is to build the evidence as a small case file before you decide anything: a date histogram of first-seen referring domains, a table of the suspect domains grouped by ASN, and a few screenshots of representative linking pages. If that file does not show a tight cluster on shared infrastructure, you do not have a pattern, you have noise, and the correct action is to do nothing and re-check timing against the actual ranking drop instead.

Disavow as a scalpel

The disavow tool is still live in Search Console, and Google’s guidance keeps narrowing its proper use to two situations: you have a manual action for unnatural links, or you have strong evidence one is imminent because of links you (or a careless contractor) genuinely accumulated. Association runs both directions, and the highest-leverage move many practitioners ignore is auditing the links going OUT of your site. Resource pages, old roundups, and affiliate sections rot over time: a domain you linked to years ago gets dropped, parked, or bought by a spam operator, and now your editorial page is endorsing a pharmacy scam. Crawl your own outbound links, flag destinations that now 404, redirect somewhere unexpected, or resolve to parked and low-quality pages, and clean them. This is content you control and can fix immediately, with no recrawl latency on Google’s side beyond re-fetching your own pages.

The shape of the drop tells you where to look. A site-wide, roughly uniform decline across unrelated sections points to a domain-level signal, which is consistent with a link pattern affecting the whole property. A drop concentrated in one section or topic, while the rest holds, points to content or a competitor in that niche, not links. Diagnose the shape before committing to a link narrative, because spending weeks on disavow when the real cause was a thinning content section is the classic wasted recovery.

One myth to retire: shared-hosting IP “bad neighborhoods.” On managed and major hosts, sharing an IP block with unrelated sites is a negligible factor. Google evaluates links and content, not your upstream provider’s address allocation. The “neighborhood” that matters is the one your own linking choices and link acquisition created, inbound and outbound, not the random tenants on your hosting provider’s network.

What recovery actually looks like

Set expectations honestly. Disavow effects are recrawl-based and may take weeks to months, often aligning with the next spam-update reprocessing rather than landing the day you submit. There is no guarantee of recovery, especially if the link pattern was masking, or coexisting with, genuinely weak content. The disciplined sequence is: confirm whether a manual action exists, evidence the coordinated pattern with dates and infrastructure, build a tiered disavow that errs toward keeping uncertain links, audit and repair outbound rot, and then wait, while you make the underlying content strong enough to rank on its own once the link noise is gone.
